Why the Tatarstan Oil, Gas and Petrochemicals Forum, bringing together 4 international exhibitions with Oil, Gas and Petrochemicals and Plastic&Rubber among them is one of the key events for Tatarstan and the whole Russian oil and plastics industries?

Oil and gas production, oil processing and plastics production make the major share of the Tatarstan economy. Tatarstan produces 32 mln tons of oil annually. This is 51,9% of the total volume of output, 86% of profit and about 28 % of employees. Oil and plastic products are essential part of foreign trade ensuring up to 91 % of the total volume of the Republic`s export.

The Republic`s oil, gas and petrochemicals cluster (OGP cluster) includes over 1 300 enterprises engaged in oil and gas production, petrochemistry, plastics and rubbers production.

OAO Tatneft, TAIF-NK PSC, OAO Nizhnekamskneftekhim, Kazan-Orgsintez OJSC provide 95,6% of sales. Being recognized, thus, as a budget-forming and urban constructing companies of Tatarstan. These companies are the biggest suppliers of Russia and Europe by certain kinds of products.

The oil sector is represented by OAO Tatneft group of companies and 34 independent operators.

OAO Tatneft is one of the largest vertically integrated oil companies in the Russian Federation, dealing with oil production and processing, petrochemistry, supplies of oil products and petrochemicals; bank and insurance services.

All types of motor fuel (aviation kerosene, automobile petroleum, diesel fuel), important sorts of raw materials for petrochemical industry are produced in the Republic. The main player of the OGP cluster is TAIF-NK PSC. Oil processing and petrochemical plants are being built in Nizhnekamsk city (OAO TANEKO), which is going to be the biggest member of Russian and Tatarstan markets for oil products.

Tatarstan chemistry and petrochemistry are in high positions in the Russian and world markets. 53% of domesti polystyrene, 43% of polyethylene, 34% of polypropylene, over 30% of synthetic rubbers and tires, 12% of cleaning products are produced in Tatarstan.

In addition to the above mentioned biggest companies, the Republic`s chemical and petrochemical industry is represented by dynamically developing like Nefis Cosmetics Group, ZAO KVART, Nizhnekamsk Industrial Carbon Plant OJSC, Karpov Chemical Plant JSC, OAO Kazan Synthetic Rubber Plant and others, as well as by small and middle-size business enterprises.

The OGP luster of the Republic of Tatarstan is represented by more than 500 small- and middle-size enterprises, most of which are focused on rubbers and plastics production (48%). Potential of the OGP cluster is growing every year thanks to extension of processing the products made by large companies – polymers, laprols, synthetic rubbers, alpha-olefins, etc.

In order to make a step to innovations, the OGP cluster involves more subjects of scientific and technical sphere – research and development institutes and organizations, educational sphere, innovative infrastructure. Created and successfully operating in the Republic of Tatarstan are OAO IPT Idea, Association “Nizhnekamsk Industrial Area”, KIP Master, and Special Economic Zone Alabuga. The Himgrad technopolis, the Kamskiye Polyany industrial park and other innovative and business facilities are aimed at forming effectively working clusters of chemistry and petrochemistry in the Republic.

The scientific and technical, educational potential of the Republic`s OGP cluster is also formed by:

Branch higher education institutions (Kazan National Research Technological University, Nizhnekamsk Remote Campus of Kazan National Research Technological University, lmetievsk State Oil Institute);
branch science and research institutes (A.E. Arbuzov Institute of Organic and Physical Chemistry of Kazan Scientific Center of Russian Academy of Sciences - IOPC KSC RAS; Tatar Oil Research and Design Institute – TatNIPIneft; J.S. “VNIIUS” – “Volga Research Institute of Hydrocarbon Feed”; Federal Science and Production Center “Research Institute for Applied Chemistry”; Central Research Institute for Geology of Industrial Minerals; Institute of Polymers)

Science and technical centers attached to universities and institutes, OAO “Tatneftekhiminvest-holding” as well as those attached to the OGP cluster enterprises in the Republic of Tatarstan.

In 2010 the Government of the Republic approved the third 5-year long program on development of the Republic`s OGP cluster. The total amount makes 465 bln rubles with 421 bln as an investment part. Expected is, that investments into major capital of small- and medium-size enterprises in the framework of the program will amount to 40 bln rubles. The program is being implemented in two steps: stabilization and recovery stage for 2010-2011 and development stage for 2012-2014.

The Republic`s chemistry and petrochemistry will keep improving raw materials processing and implementing innovative solutions. In 2012 OAO Nizhnekamskneftekhim launched production of ABS-plastics, Kazan Synthetic Rubber Plant started with production of silicone monomers and polymers.

The program above does not include construction of ethylene plant at Nizhnekamskneftekhim with annual capacity of 1 mln tons and doubling of TANEKO oil processing plants output. Those projects have been planned to be implemented within the period of 2015-2016.

In order to develop electrical industry, proposed is to realize a project on production of compound materials for cables sector. Planned is launch of production of new polymers and compound materials as well as polymer automotive components following development strategy of OJSC KAMAZ and OAO Sollers. In regards of agriculture, planned is production of mineral fertilizers, for instance. The program is expected to increase industrial output in the OGP cluster by 44%. Share of innovative goods will grow by 13%. Industry`s profit is supposed to amount to 730 bln rubles per year by 2014 with 300 bln of the added value.

Tatarstan should turn into a hub for supplying conceptually new and long-term oil processing products and petrochemicals, expand its advantages in “traditional” sectors of the OGP cluster (oil production, oil processing, chemicals, plastics and rubbers) as well as establish institutional conditions and science and technical platforms, providing sustainable development of the cluster in question into an innovative hi-tech one.

This requires not only financial injections but cooperation between science and manufacture as well as guaranteed contracts.
